Terms of Service

Pennsylvania Notary Public Basic Education Course

The PA EMBOSSy Network, LLC

Effective date: October 29, 2026

These Terms of Service ("Terms") apply when you sign up for, pay for, or use the Pennsylvania Notary Public Basic Education Course ("the Course"). The Course is offered by The PA EMBOSSy Network, LLC, a Pennsylvania limited liability company ("we," "us," or "our"). By signing up for the Course, you agree to these Terms and to our Privacy Policy.

1. About the Course

The Course is an online, self-paced Basic Education course for people who want to apply for a Pennsylvania notary public commission. It covers the topics required by 57 Pa.C.S. §322 and 4 Pa. Code Chapter 167, Subchapter I. The Course includes written lessons, short overview videos, and a knowledge check at the end of each module.

2. Who May Take the Course

You must be at least 18 years old to take the Course. Completing the Course is one of several requirements for a notary public commission. The Department of State decides who is eligible and who is appointed. Completing the Course does not make you a notary public.

3. Your Account and Access

You have 6 months of access to the Course, starting on the day you sign up. You may review the lessons as often as you like during that time.

Your account is for you alone. Do not share your login with anyone, and do not let anyone else complete any part of the Course for you.

Free, tester, or preview access does not include a certificate of education.

4. Price and Payment

The price of the Course is $79. Payment is due when you sign up. Payments are processed by our payment processor, Stripe. We do not see or store your full card number.

5. Refunds

You may request a full refund within 7 days of purchase, as long as you have not started the Course. Once you start the Course, all sales are final.

To request a refund, email us at [email protected].

6. Completing the Course

To complete the Course, you must do all of the following:

  1. Complete every lesson in every module.

  2. Complete the knowledge check at the end of each module. You may retake a knowledge check as many times as you like while your access lasts.

  3. Sign the Completion and Identity Statement. In it, you certify that you personally completed the Course and that the name you give is your full legal name. False statements are subject to the penalties of 18 Pa.C.S. §4904 (relating to unsworn falsification to authorities).

  4. Upload a clear image of the front of your unexpired, government-issued photo ID that shows your photo and signature.

7. Certificate of Education

We issue your certificate of education after we review your signed statement and your ID. We do not promise a specific turnaround time.

Your certificate shows the name you give on your signed statement, so make sure it is your full legal name, exactly as it will appear on your notary public application.

Your certificate is valid for 6 months from the date we issue it. You must submit your notary public application to the Department of State within that time.

When you must take the Course again

Pennsylvania law requires your Basic Education course to be completed within the 6 months before you apply. If your certificate expires before you apply, or if you must apply again for any reason, you must pay for and take a Basic Education course again. For example:

  1. Your certificate expires before you submit your application.

  2. You miss the 45-day deadline after appointment, and your commission becomes null and void (4 Pa. Code §167.18).

  3. Your commission expires before the Department of State receives your renewal application (4 Pa. Code §167.13).

When we revoke a certificate

We revoke a certificate of education only if we issued it in error. For example, after we issue it we learn one of these things:

  1. The person who took the course is not the person named on the certificate.

  2. The student did not complete every requirement of the course.

We keep a record of every revoked certificate, as required by §167.96.

8. No Guarantee of Results

We work hard to prepare you for the state exam and for your duties as a notary. However, we do not guarantee that you will pass the state exam, that your application will be approved, or that you will be appointed as a notary public.

9. Education Only, Not Legal Advice

The Course is for education only. It is not legal advice, and taking the Course does not create an attorney-client relationship. For advice about a specific situation, contact an attorney or the Department of State.

10. Records and Department of State Review

As an approved course provider, we keep course records, including your signed statement, your ID image, and your completion records, for at least 5 years, as required by 4 Pa. Code §167.96. The Department of State may review our course and our records, as allowed by 4 Pa. Code Chapter 167. Our Privacy Policy explains how we handle your information.

11. Accessibility

Every course video has captions. To turn them on, click the CC button at the bottom of the video player. If you have a disability and need an accommodation to take the Course, contact us at [email protected], and we will work with you.

12. Your Conduct

You agree to complete the Course honestly and by yourself. You agree that you will not copy, share, sell, or post any part of the Course. If you break these Terms, we may end your access without a refund and decline to issue or revoke a certificate as described in Section 7.

13. Our Content

All Course materials, including lessons, videos, quizzes, images, and the certificate design, belong to The PA EMBOSSy Network, LLC. You may use them only for your own personal study during your access period.

14. Changes to the Course

Notary laws and rules can change. We may update the Course to keep it accurate. If an update changes a requirement in these Terms, we will post the updated Terms on this page.

15. Limitation of Liability

To the fullest extent the law allows, our total liability to you for any claim related to the Course is limited to the amount you paid for the Course. We are not responsible for indirect or consequential losses, such as lost income.

16. Governing Law

These Terms are governed by the laws of the Commonwealth of Pennsylvania. Any dispute will be handled in the state or federal courts located in Philadelphia County, Pennsylvania.

17. Changes to These Terms

We may update these Terms from time to time. The effective date at the top of this page shows when they last changed. The Terms in effect on the day you sign up apply to your purchase.
